On October 15, 2019, the People’s Bank of China issued the “Notice on Preventing Risks in the Financial Technology Field”. The notice indicated that the People’s Bank of China, together with relevant departments and industry regulators, has jointly launched the “Financial Technology Innovation Regulatory Pilot” special action. In this activity, Industrial and Commercial Bank of China (ICBC) uses technologies such as blockchain and artificial intelligence to securely encrypt and analyze personal identity data and provide application scenarios, realizing the transformation and upgrading of the account system. China Agricultural Bank has also launched a new smart contract platform based on mobile payment technology, supporting users to transfer assets into the wallet designated by the central bank and complete the entire process of cross-border circulation of digital RMB.

Digital Wallet Pilot Cities

Recently, the Digital Currency Research Institute of the People’s Bank of China reached a strategic cooperation agreement with Haidian District, Beijing. According to the cooperation content between the two parties in promoting the pilot work of digital wallets, this cooperation is divided into six major cities, including Shanghai, Chongqing, Changsha, and Xi’an (referred to as “second-tier cities”), involving test areas for the Beijing Winter Olympics including Xicheng District, Shanghai, Zhongguancun Management Committee, Shenzhen, and Chaoyang District, Chengdu. Pilot areas include Yubei District of Suzhou City, Jiangsu Province, Jiaozhou River New Area of Ningbo City, Zhejiang Province, Yuzhong District of Chongqing City, Panzhihua County of Sichuan Province, and Chizhou City of Yunnan Province.
